Canada has introduced new Temporary Resident to Permanent Resident (TR to PR) pathways designed to fast-track PR for workers and graduates already in Canada. This guide explains each pathway, eligibility, and how to apply.

Key TR to PR Pathways in 2026
1. Express Entry — Canadian Experience Class (CEC)
Designed for skilled workers with at least one year of skilled work experience in Canada. Requires CLB 7 for TEER 0/1 occupations; CLB 5 for TEER 2/3. No job offer required. Typically the fastest route to PR for those already working in Canada.
2. One-Time TR to PR Initiative (2026–2027)
A one-time initiative targeting up to 33,000 temporary workers in specific in-demand sectors. Targets skilled workers with established ties in Canada. Full sector eligibility details expected in April 2026.
3. Provincial Nominee Programs (PNP)
Most provinces have PNP streams for temporary workers and recent graduates already in the province. A provincial nomination adds 600 CRS points, virtually guaranteeing an Express Entry ITA. Explore all PNP streams.
4. Post-Graduation Work Permit (PGWP) to PR
International graduates from eligible Canadian institutions obtain a PGWP, gain Canadian work experience, and then qualify for CEC or a PNP application. One of the most reliable multi-step routes to PR.
5. Atlantic Immigration Program (AIP)
Temporary workers and international graduates in Nova Scotia, New Brunswick, PEI, or Newfoundland can apply for PR with an offer of employment from a designated Atlantic employer.

- Gather proof of current temporary status and work/study history
- Obtain language test results (IELTS or CELPIP)
- Get an ECA if you studied outside Canada
- Create an Express Entry profile or contact your province’s PNP office
